Respectfully forwarded to Maj Genl Howard, with the statement that I have examined this case and believe the within to be correct - I would respectfully suggest that if the matter cannot be reached in any other manner, the property be at once set apart for the Bureau-
I would earnestly recommend early action in the matter as these people, by the many necessary delays in obtaining their rights are beginning to distrust the friendship of the Federal government.- This statement was written by the colored people themselves
