Respty ret'd - These men have not suffered in anyway except in not being paid. It would be proper for Col. Hills to make specific charges instead of a general charge of neglect. 
With regard to the men they are no longer needed by the Eng'r Dept. except to guard the property until it is taken in charge by the Commissioner of the Colored Bureau. I informed Genl Terry some time since that the mills have no longer needed here and he directed me to turn them over to the Freedmens Bureau, Very respty Your Obt. Servt
