The men for whom pay is asked were organized under Par. 3 of Genl Orders No 26 from these Head Qrs (copy enclosed) but they were not mustered and have never been paid as soldiers. Instructions are asked as to whether they can be paid, and if so in what manner.

These men, not having been enlisted, or mustered into service cannot be paid as soldiers. 
The order of Maj Gen'l Ord authorizing the enlistment of a col'd police force to be mustered into service, and paid as soldiers, was issued with out authority known to this office.
