The reestablishment of civil government and the great demand for labor in and around Richmond, furnishes the parents of colored children with means to support teachers, which they are doing in nearly every instance- I therefore have in every case of application for rations since the establishment of civil government, declined to begin issuance to teachers of colored or white children.

States that his family are at Roanoke Island that the Government has ceased issuing rations to them- That when he enlisted it was promised the Government would care for his family.
