Asking to have his land restored to him - Endorsed H'd Q'rs Bureau &c Richmond Va, 24 June/65 Respectfully forwarded, to Maj Gen'l O.O.Howard - As far as I have known the policy of the generals commanding this Dept, it has always been to allow all loyal persons to come within our lines - The property and persons of such loyalists have always had the protection of the Military power- I presume Major General Butler would be able to give information as to loyalty of Mr. Strachan 103.
