42 N. Church A.A.A. Gl Hd. Qrs. Mil Dist of Ft Monroe Va July 13th, 1865 Orders the detail of 5 line officers to report to Capt A.S. Flagg A.Q.M. Endorsed. Hd. Quarters Peninsula Dist July 17th, 1865. Respty ref'd to Lt Col White 81st Regt B.C. Ludlow Bvt Brig Genl Comdg Hd. Qrs. 81st N.Y. Vols Williamsburg Va 17th July 1865. Respty ret'd with request that this order be revoked. We have seven (7) companies numbering 296 enlisted men present and but six (6) line officers present to command them and two of the number are sick and unfit for duty. The resignations of two others have been forwarded and orders for their discharge are daily expected D.B. White Lt. Col: Comdg Post Hd. Qrs. Sub Dist Peninsula Williamsburg Va July 18th, 1865 Respty forwarded to Bvt Maj. Genl: Miles asking that this detail be countermanded for the reasons stated by Lt Col White. To take these officers from the 81st Regt would interupt its discipline and demoralize it, and further that there would not be sufficient number of officers remaining to perform the duties of the Post. I would further respectfully add that from an intimate knowledge of the duties of Supt of Negro Affairs of the several Counties of this Dist. I can state that the duties are not so burdensome but that one officer should be able to attend to the three Counties of Elizabeth, York and Warwick and that the necessary protection to the Black race in the several other Counties of the Dist can be attended to by the Acting Pro: Marshals of those Counties who can be given such instructions and suggestions as the agent of the Bureau may deem necessary. Respty referred to Col O. Brown, Asst. Comr. with the remark that the within order was the result of an application by me for the detail of officers for this Bureau. As to the remark of Genl. Ludlow in regard to the duties of an officer in these 3 Counties, I can only say that the population is something more than 20,000 in the Co's of Elizabeth City, York & Warwick. A.S. I do not think it possible for one officer to attend to the duties of the Bureau in these Counties. When Prov.
