I have made a careful investigation of the circumstances connected with the farms referred to within I find on the Whitney Farm a small settlement of colored people, in all about seventy families who have built their own houses fenced in the land and now have it in a good state of cultivation. Buckroe farm is occupied by about two hundred colored people most of them are farming the place, the others are working for the govt they are now about beginning to realize a profit from their labors. on Whitney farm they have built a school house and church, they are a quiet industrious people and in my judgement removing them from the farms where they have accomplished so much would be inflicting on them a serious injury S. Respty ref'd to Hon J C Underwood, Judge U.S.D.C. respectfully requesting that he inform me under what condition as regards the colored occupants, these farms were sold Rec'd & for'd 29 July 1865. W.M. Hodges Norfolk Va 22 July 1865 Statement in regard to a threatened suit to recover payment for a slave purchased by Hodges for the sake of freeing him Endorsed Hd. Qrs. Asst. Comr. Richmond Va July 29th, 1865. Respty ret'd to T.P. Jackson Esqr. Have this paper properly drawn up and signed by Mr Hodges, add your substantial testimony and forward the paper to Col O. Brown By order &c R'd and ret'd 29 July 1865. Capt Stuart Barnes A Q M &c Petersburg Va 27 July 1865 States that he finds difficulty in matter of transportation and asks that Col O. Brown furnish him with a Genl. Order to travel within his Dist and to Dept Hd. Qrs. Endorsed Hd. Qrs. Asst Comr. Bureau R.F & A.L Richmond Va July 29/65 Respty ret'd to Capt Stuart Barnes A.Q.M. &c &c. No Genl. Order can be furnished under existing regulations of the Q M Dept.
