I have made a careful investigation of the circumstances connected with the farms referred to within 

I find on the Whitney Farm a small settlement of colored people, in all about seventy families who have built their own houses fenced in the land and now have it in a good state of cultivation.

Buckroe farm is occupied by about two hundred colored people most of them are farming the place, the others are working for the govt 

they are now about beginning to realize a profit from their labors.

on Whitney farm they have built a school house and church, they are a quiet industrious people and in my judgement removing them from the farms where they have accomplished so much would be inflicting on them a serious injury
