Respecty returned disapproved. this man left his home about the time the rebels left the city, and went into the lines of the enemy.

This determines the question of his loyalty, which I have no doubt he lacked greviously having failed to return until after Lee's surrender and was compelled to avail himself of a special pardon.

This property

was not seized because of a military necessity but because the owner had abandoned it and the government needed it, the enemy having destroyed the U.S. Navy Yard.

The Freedmen's Bureau needs this property for the purposes of revenue as well as for the repair of its own vessels

I heartily concur with Lieut Keatley in his suggestions and had intended to rent the land on that side the James to the Freedmen in small parcels, for the next year, reserving one poor farm in each Co., or a sufficient No in the Dist, to maintain all who are unable from any cause to support themselves.

I would respectfully ask your opinion and advice on this subject
