Respecty returned disapproved. this man left his home about the time the rebels left the city, and went into the lines of the enemy. This determines the question of his loyalty, which I have no doubt he lacked greviously having failed to return until after Lee's surrender and was compelled to avail himself of a special pardon. This property 97 was not seized because of a military necessity but because the owner had abandoned it and the government needed it, the enemy having destroyed the U.S. Navy Yard. The Freedmen's Bureau needs this property for the purposes of revenue as well as for the repair of its own vessels Jno H. Keatley Lt &c. Bureau R.F &c August 2d, 1865 Respty returned to Col: O.
