of July and on the application of Mr Purvois the owner of one of the mills asking that his property be restored, Col Blunt referred the matter to Capt Nat Low Jr A.Q.M. for action, who granted Mr. Purvois permission to take possession.

The mill has been removed I think somewhere in the neighborhood of Suffolk, as the machinery has never been borne on any officer's papers, and as Mr. Purvois has always been a truly loyal man I think it but Justice to restore to him his property.

The other mill is still borne on Col Blunts papers. The machinery used in it was taken by me last Decr from the Union Car works

Bureau R. F &c Augt 5th 1865.

Respty forw'd to Col O. Brown, Asst Com'r of Va, with attention invited to the application of Lt. Keatley and the endorsement of Capt Dudley.

The more valuable of these mills has since been removed by order of Genl. Terry, as soon as I heard that the mill was being removed I sent a communication to Genl Miles requesting the staying of the proceedings till the claim this Bureau had upon the mill could be investigated and the results forwarded to you.

Genl Miles acted as always very promptly in the matter, but the mill was already removed when his order reached Portsmouth.

The other mill is still there.

I refer these matters to you, for your action and desire that this remaining mill at Portsmouth and one on Tanners Creek both in the hands of Col A.P. Blunt may be turned over to this Bureau.

I have no suggestions to make in regard to the return of the mill which has been removed. The action of the General Comdg was probably forwarded on the justice of the claim of the former loyal owner.
