Respectfully forwarded to Col Brown_ I believe Chaplain Wardner to be a very efficient & reliable officer - the Military authorities in the Sub District of Culpeper do not seem to have any sympathy with the operatives of this Bureau, though until I received this communication I did not know that they were hostile to us.
I infer that part of these difficulties result from the refusal of the officers of this Bureau to remand into practical Slavery a woman formerly belonging to a wealthy and influential citizen of that County.

Respectfully forwarded to Maj Gen'l Howard Comr &c  I presume the "Wealthy citizen" referred to in Capt Crandon's endorsement is John Minor Botts. who a few weeks since threatened to have the Sup'ts Asst Supt of the Dist removed because they insisted that a col'd woman belonging to Mr Botts could not be held as a slave notwithstanding his Union Sentiments.
Please return the enclosed. I forward it as an argument in favor of my communication sent a day or two since
