Respectfully returned. Capt Hodges has been provisionally instructed to forward no papers to this office without a thorough investigation and report in the circumstances or cause of the abandonment of property, its condition and present use, the status of the owner or applicant &c.
This will be done in this and similar cases before forwarding the application to this office.
(Sgd) Stuart Barnes Capt A.Q.M. &c

City Point Va Aug 19th 1865
Respectfully returned to Capt Barnes attention called to oath and parole enclosed which will show the status and also that he is a Resident of Henrico Co. I have been informed that this party has been in the Rebel Army from the beginning until the 6th April 1865, which time he was captured and sent to Pt Lookout Md.
It seems that this party was a Resident of Henrico Co. and owned this property here and states in the application that this property here had been rented out for more than fifteen years. The facts stated I find to be correct.
It appears that there was a Dwelling House upon the lot which has been destroyed and in its place a small frame building built by the Government. It is now occupied by a family of white people who are not the owners. This property is in charge of this Bureau and the owner has lately returned from prison and asks for possession. Attention invited to application.
