Respectfully returned to Col. O. Brown Asst Comr of Va with the information that I had arranged to let Mr Smith have a portion of the lands not not under cultivation on condition that he should pay rent to the Bureau. The rights and interests of this same Mr Smith in another farm were confiscated and sold, and he has not at all times conducted himself so as to inspire confidence in his loylty since his return from the Rebel Army. I should not favor his property being given up to him until the Gov't gives up all such property.
