I learn from Capt Flagg that he has no Quartermaster's funds to pay these employees.
I would recommend that you take the matter in hand yourself as you are on the ground. If the money cannot be obtained from the Dept Quartermaster I would recommend that you forward this list with a full statement of the facts to this office.
