Respectfully returned, with the report that I have very carefully examined the within communication, and approve highly of many of the suggestions contained therein.

It is my opinion that these persons can be better and far more economically provided for in Hospitals outside of the City than in Institutions to be provided within the city. Arrangements for their proper care are already effected.

Surgeons will be assigned to duty in the two Districts to be formed, within the city, to attend to those sick in Quarters - and arrangements perfected to supply Medicines as needed.

The direction of, as well as the selection of these Surgeons I think must under the law, be left with the Bureau - and not transferred to the Gov'r of the state. At least I can see no authority for such transfer and it is certain in my opinion that it is best for their interests
