Respectfully forwarded. This application is but the first of a number that are to be presented, and the object is not so much to obtain the money from the Bureau, as to acquire evidence to be used before the court of claims. from the endorsements placed on this paper ~ The party claims that as the Bureau has decided his property was not abandoned the officers thereof are bound to substantiate his demand against the government

Respectfully referred to Col O. Brown A.C. of Va with the opinion that this claim should be disallowed. Former papers from this applicant show that there was connected with his school an armed force organized for the purpose of defeating the ends of the Government in suppressing the late rebellion.
In Qr Me Dept rent was not allowed who paid for buildings seized and held for Military purposes, during the War.

The petitioner Professor Webster produced evidence showing that he left Portsmouth by consent of the Military Governor and removed to Canada where he remained without taking any part in the rebellion. On this evidence the following order was issued - (over)

It appearing that the property of Prof N B Webster situated in the City of Portsmouth was not "abandoned" as defined in act of congress. approved July 2s 1862, it is hereby ordered that said property so far as it is under the control of the Bureau of R.F. & A.L. be restored to him.

The property has not been under the control of this Bureau. I learn that one house is in fair condition. occupied by Demps Jackson. The other house unoccupied doors and windows gone, Shops unused, tools all gone, and the machinery nearly all destroyed - Both armies having visited the place most of the furniture has been taken away
Jackson rented the house from the sherriff of the county, He paid him forty (40) dollars in confederate money. Which is all the rent he has paid, and he has occupied the house during the war, He is a poor man (over)
