Mr Porter has been living in Petersburg for more than (7) seven years. He was never in the rebellion, he being an old man (58) fifty eight years old, and was cashier of Planters & Savings Bank of that city. His daughter was living on this property teaching school and did not leave the property, till the non-combatants here were ordered to leave. it being necessary to shell the place. Wilder, with instructions to make a careful investigation of the case as soon as possible and to see that all vagrants are at once put to work - also to afford Mr Jerdone such relief and protection as is necessary By Command of Col. Rcd & Fowd Sept 4th 65 Poivier & co New York 23d Aug 1865 States that there has been for some years a large and influential company in France under the auspices of the French Gov't engaged in developing the resources of French Guiana in South America. The director wishes to know if he can obtain large numbers of Freedmen to go to Cayenne with their families &c. Refers to the French Ministry at Washington for character of the co &c.
