John R Bolding the former owner left Norfolk at the time of the evacuation, and served in the rebel army as private until July 1864, when he was killed in battle before Petersburg, The property now belongs to four minor children. The applicant for its return being their mother.
I would respectfully submit that the case is similar to that of the Hipkins property, just restored. and can see no reason why it should not be given back to its present owner. Sgd Charles, E, Johnston Asst Supt

Respectfully referred to Wm. P. Lord A.S. &c for investigation and report upon the condition of the property, as to whether or not it comes under the head of "abandoned" property as defined in Act of Cong' July 1st 1865 as follows.
"Property, real or personal shall be regarded as abandoned when the lawful owner shall be voluntarily absent therefrom, and engaged either in arms or otherwise engaged in aiding or encouraging the rebellion"

Respectfully returned to Capt Flagg A.Q.M. &c, with the information that after a careful inquiry from reliable sources I am of the opinion that this property cannot be considered as coming within the scope of the Act of Cong' referred to in the endorsement
Miss Joynes left this Co prior to the war to join her family who resided on the western shore_ I can learn of no act of hostility she committed ags't the Gov't other than residing in the so-called Confederate lines & whether that was from choice or necessity is beyond my information
