This statement of Mr. Watson was made without proper investigation, and is erroneous in every particular, so far as it relates to the condition of the colored people in the Freedmens home. 
The affairs of the Bureau of Fredericksburg are now under the care of Capt Brokaw, who is a faithful and competent officer.

I have full confidence in Capt Crandon's statement. I beg leave to call attention to a matter that has been the subject of a communication to the Maj Genl Commissioner and which is incidentally alluded to in the endorsement. It is the frequent changes of officers which must necessarily occur while the troops are being so rapidly mustered out and while details for the Bureau are dependent on District Commanders. 
It seems that the officer of the Bureau was changed at Fredericksburg four times in twenty days.
