Lt Minor reports "Mrs Allen stated to me with reference to the colored women turned away, that they had become insolent and disorderly, and refused to work: that their husbands and children who were able to work had all left the Plantation and that these women had done less than one month's work each since the fall of Richmond". 
"This statement was sustained by other persons acquainted with the circumstances." 
"I then sent for the people referred to, and heard their statement. they seemed disappointed with their condition". 
"I informed them that they would be required to work and assist in maintaining their families and as their conduct had been such that Mrs Allen could no longer get along with them: their husbands would be obliged to find homes for them elsewhere". &c&c

States that he is receiving applications form friends in the north for Freedmen to be sent to them as laborers. Asks to be informed whether he may hold out to them the prospect of these people being sent north by Gov't.

The present prospects is that transportation cannot be afforded. Contracts to finish transportation will have to be made by the person engaging them.

Brown Asst Comr Richmond Va. who is directed to restore the within described property of Mrs. Rebecca McCandlish of Williamsburg Va subject to the conditions of circular No 3 from this Bureau, and with such arrangements for the comfort of the freed people now living there as can be satisfactorily made between him and Mrs. McCandlish. Nothing in the order, however, to be constructed as giving any claim on the Government for rents or damages.
