Respectfully returned to Col O. Brown Asst Comr &c with the information that on the occupation of this city by U.S. forces a larger number of Negroes were found unemployed and entirely destitute. The military authorities found it necessary to provide sustenance for these persons and such of them as were able were placed at work with the understanding that they would only receive their rations and they were satisfied with the arrangement.  This continued till the early part of June where quiet was to some extent restored and the people preparing to pursue this legitimate business, a member of the negroes could thus find employment, the force then employed as before stated was reduced to the actual requirements of the service and those that were retained were paid for their services from the 11th of June. No payment can be made by this Dep't for time previous to that date. Nor can their claim for payment be recognized, as the arrangement under which they were employed was perfectly understood.
