Richmond Va. under the circumstances the commissioner of this Bureau cannot see any good reason for delivering up the schooner to former owner - it seems to belong to the Q Masters Dept as legitimately acquired property, and should not be surrendered without proper orders.
The commissioner of this Bureau has no authority to order its surrender or restoration.

"There are no Saw Mills. one of them was very much damaged during the raid in March last. There was also a large amount of lumber & Ship timber, a large quantity of tobacco; some Machinery, five or six yoke of oxen
