Respectfully forwarded to Capt A.S. Flagg A.Q.M. Supt &c with the report that the condition of the property applied for is such that the interests of the Dept would be subserved by granting permission asked for a very moderate rental, and that unless some person occupies the premises who can make needed repairs the interests of Miss Bell (who has never left Norfolk) will be jeopardized-The growing crops will be removed from the farm as gathered.
