Respectfully referred to Capt Thompson A.S. with the request that report be made to this office as to whether grounds exist for these assertions, and if so why the ration prescribed for destitutes has not been issued. (Sgd) A. S. Flagg Capt & A QM &c

Norfolk Va Sept 14=1865
Respectfully returned to Capt A. S. Flagg Q Q M. and Supt R.F. & A.L. with the information that the ration issued to colored destitutes is as established in Circular No. 8. from War Dept dated Washington June 20=1865. Modified by circular letter form Commissary General USA dated Washington D.C. Aug 7+1865. requiring Hard Bread to be issued "exclusively in lieu of all other Bread Stuff Artiles" and by order from chief commissary District of Eastern Virginia dated Aug 26=1865 requiring salt Beef to be issued in lieu of Pork or Bacon

Half rations have been issued only to children, and the statement that only half rations have been issued, is owing to a misapprehension of the facts - The quality and quantity of stores issued is not such in my opinion as to justify any apprehension of starvation if they are judiciously used, as no sch complaint comes from the destitute whites
