I think the complaint very unjust and believe the Asst Superintendents may be relied upon to take care of the real interests of the Bureau. (Sg'd) A.S. How Capt & AQM & c Winchester Va Sept 25 1865 Asks whether or not Infantry officers on duty in this Bureau are entitled to be mounted at the public expense and if mounted at their own expense are they entitled to the allowance of forage & c. Endorsed Richmond Va Sept 27 1865 Under General Orders No 161 A.G.O 1863. Officers of the Freedmen's Bureau are entitled to have arms & equipments issued to them. Under Sec X act of congress approved July 17 1862 officers of volunteers assigned to duty which requires them to be mounted shall during the time employed on such duty receive the pay evolvements &c of cavalry officers of the same grade. The practice has been however during the war to issue horses to such officers. By application to the officer commanding the District horses can probably be obtained. By order Col O. Brown (Sg'd) H.B.
