They were slaves and brought from Miss' by their former owner, during the Rebellion. they state that they are ignorant of the cultivation of land here, and unable to support themselves and prefer going back to Miss' where they were raised and familiar with the cultivation of crops. and then be able to support themselves. they are without money, and unable to pay their transportation home. By Special Order No 70 Sept 19th Bureau R.F. & A.L. Washington, the counties of Loudon & Fairfax were detached from the District of Virginia. As the dates of these indorsements are subsequent to that of Special Orders No 70, it would seem as if a subsequent order revoking the first had been issued. If so it has not been received, if not this Bureau has no jurisdiction - Please inform me if the order is still in
