Brown Col & Asst Com Jno M Pattin Sept 17 1865 States that the term of service of his laborers expires on the 15th November, that on account of the failure of his wheat crop he will be unable to support the negroes which are on his place, some 80 in number, and proposes that if the the Freedmens Bureau will relieve him of those negroes permanently, he will furnish them two or three months rations of bread & meat &c &c Endorsed Gordonsville Va Sept 26 1865 Respectfully forwarded to Col. O. Brown Asst Com'r of Richmond for instructions. The proposition of Mr. Pattin seems fair if the policy of the Bureau contemplates the taking of such persons into its care. (Sgd) T.F.P. Crandon Capt & AQM Richmond Va Sept 30 1865 It is not the policy of the Bureau to take under its care all the Freedmen of a county. The Asst Supt in this District will assist Mr. Pattin by all the means in its power, and will compel the able bodied to support their relatives who cannot support themselves - He should endeavor to provide for as many of them as possible by contracts of leases. (Sgd) H.B.Scott Ins Gen'l Rcd Sept 27" Retd Oct 2d 1865 P.F.Schlicker Norfolk Va Sept 26 1865 states that Mr Risley of Treasy Dept informs him that his papers relating to Norfolk oil works were turned over to Gen'l Howard and forwarded to Col.
