investigation I find the following facts concerning this case. The pilot boat York was fitted out at Norfolk in 1861 by Robbins & Batley. The present applicant was sailing master. and part owner. She captured a Brig from Philadelphia bound to Cuba. with a valuable cargo, and destroyed the vessel - she also captured one other vessel which she also destroyed - The names of the vessels are not known but could be had at this insurance office in Philadelphia - The United States Steamer Monticello chased the York. and to prevent being captured she was beached and destroyed -
The said H. Williams was one of the chief Pilot of the Iron-clad Merrimac. and was on board that vessel. when the cumberland and congress were destroyed. He also aided in destroying the Merrimac at the evacuation of Norfolk. He has also served as Pilot and Blockage runner which entered the Port of Savannah - I would respectfully submit that the applicant comes under the excepted classes of the Presidents Proclamation and requires a Special Pardon.
