Represents that as agent of the Bureau of R.F. & A.L. charges were prepared against him and his books taken possession of by Lt B. F. Davis, on the 22d Feb'y 1865, after his acquittal he made frequent application for the return of those Books, but could not get them.

Respectfully forwarded to Col. O. Brown Asst Comr State of Va with the statement that it is absolutely necessary that these books be returned_ The statements of Mr Bartlett are true - he is indebted to Gov several hundred dollars that cannot be settled until these books are obtained_ My books are similarly situated and are in the same hands_ They were I believe designedly suppressed and carried away after my trial, regardless of promises that they should be delivered to me at the close of the trial_ Since all of the business of the Bureau in this Dist. was kept in these books their detention is very embarrassing as well as detrimental to the public interest, I therefore respectfully request that this petition be forwarded to the Sec of War, Mr Stanton, with the request that he direct Gen'l Ord to return the books and papers at once.

States that there are but two men to guard this Hospital and the property is not safe. Also that he has no man to serve as Ward Master or Chief Nurse, no orderly, no one to superintend the premises to dig graves or bury the dead, and asks to be furnished with a Corporal and six men,
