States that "a Lady with six (6) children came to his office stating that she was a Refugee from the state of Alabama and wished me to take the necessary steps to secure transportation for herself and children to that state."
xxx "Early in the war her husband joined the Rebel cause. she thinks he died in the same.
xxx She remained in her own state until, as she obsrves, it was occupied by the Yankees, when she fled to a place in the state of Va where the Yankees had not come."
"I did refuse at once to recognize her claim. xxx would be pleased to know if he was right or in error".

acknowledges "receipt of statement of Virginia Taylor endorsed by you and Col Brown", states that John Burrell is absent at present and does not return before Saturday evening. "so I shall investigate the case on Monday next and send you the report, immediately. This woman make the same complaint to me on Sept 16th and I summoned her and John Burrell the next day, but she failed to come, and I had to drop the matter."

The case of Virginia Taylor was at once sent out to Powhattan Co by Sp'l orders by with order to arrest the parties immediately and with the witnesses to send to this office.
It appears from the letter of W Hinsinger this morning recd that Burrill is away from home but returns to night when he will doubtless be arrested and send here at once. I will notify you by telegraph of the prisoners arrival.  (Sgd) Stuart Barnes Capt & A.Q.M.
