Respectfully returned to Maj Genl O.O. Howard Comr Bureau R.F.& A.L. No encouragement at present can be given Mr Gloucester that the Freedmen desired by him can be furnished from this District. More requisitions are on file now at this office from parties in the north than we are able to fill.

Howard commissioner &c with the report that there is undoubtedly a large number of persons of this class that will have to depend upon the Federal or State Government for support - but the Asst commissioner is without instructions whether it is the intention of the Bureau to furnish such persons with free transportation to the north.

Genl orders no 138 War Dept Bureau Ref &c Washington Sept 10th 1865 is carefully complied with in all our applications for transportation and in no case is application made when they are not destitute - able to work - and from the statements made the Supt is convinced the Gov't would be relieved by assisting them to get home. In this immediate vicinity
the rebellion closed and the and the armies were broken up hundreds of the attachees of that army were left behind here. One cause of the many applications by the destitute for assistance from Gov't

to W'm Rob't Anderson a white Refugee Orphan boy, from that place to Darien Depot Georgia where he has an aunt living who will support him - also for Saml Allison freedman dependent on the Gov't for support from that place to New Orleans La. his home.
