Respectfully forwarded to Col. O. Brown Asst Com'r with the information that after careful investigation of this case. I believe this woman has been swindled out of her property and as the case cannot be properly adjusted in this office. I would respectfully suggest that it be brought up before a Military Commission for adjudication.
