Asks the appointment of a commission of three men to decide upon the claim of Dr Baxter for rent on his property since date of restoration. States, These farms have crops on them that have been cultivated for, and at the expense of the Gov't.
The difficulty is to decide what shall be the amount the "Bureau" shall pay Dr Baxter as his portion of crops or income
