In relation to extra duty pay due Private Van N Levers employed as clerk at Hd Qrs Asst Com'r Ste of Va.

Resp't returned to Capt Geo. Q. White a.q.m. Gen'l order from the War Dept. directs that extra duty will be paid only to soldiers on duty at the Gen'l Head Q'rs, or at the Hd Qrs of a Geographical Dept. and by that order accounts are balanced at the 3d auditors office. Gen'l Howard's approval of the account would clear me as far as the Bureau is concerned. but my accounts now have to pass the 3d audiitor as well as the Maj Gen'l commissioner, see Circulare No. 17. Par. 4.B. R.F. & A.L. In the settlement of accounts by the Auditor the amount would be charged to me see Par 1006. Revised Regulations - I therefore very respectfully decline to report and transfer Private Van N Levers, without an order from the Asst Commis'r.   (Sgd) H S Merrell Lieut & Supt
