The evidence that Mr Wise does not come within any of the exceptions of the amnesty Proclamation is insufficient. His own affidavit and that of some official. or well known person are necessary. Respectfully returned. Mr Ludlow has not yet had his property restored to him. nor has he yet complied with the conditions of Gen'l order No. 19. By special order No. 64 dated Richmond Sept 27th 1865. he is allowed to take possession of his property. but has never yet produced evidence that the proceedings in the Dist Court have been dismissed. I would state also: that the house was leased for one year to the Teachers but at the earnest request of Mr Ludlow I have persuaded the lessees to consent to break the lease. Am I to regard the order mentioned above. as restoring his property? It differs from others in that it does not contain the very important condition. that nothing in the order be construed as entitling him to damages &c
I respectfully submit the case for instructions with the statement that the lease was made at

the request of Mr Ludlow. he promised to pay rent until his property was formally restored

Telegram. Official copy. states that Capt McCarty✓ a.c.G. for sub Dist of Tanguer at Warrenton who has drawn stores from Depot at Alexa for last four months has sent an estimate for 30 days for 15,000 Rations: and asks if he shall send the whole or reduce the estimate.
