Asks to be informed as to to the proper channel through which applications for back pay, bounty &c must be forwarded by the widows of Colored Soldiers, dec'd.
Asks if a man discharged within one year from date of enlistment - on account of disease, is entitled to reserved bounty under Gen order No 90 Hd Qrs Dept Va. and N.C. as expressed in certificate of enlistment.

Respectfully referred to Col O. Brown for him to give this officer the necessary instructions.
If I understand the matter aright the retained bounty was simply kept from these soldiers for their own good and can be claimed by them at any time, but there may be circumstances attending some cases, which would debar the payment. I do not propose to pay any claims until Col Brown is satisfied they are right.
