Liberty Va Sept 27th 1865.
"I have the honor to state that the boy in question was punished as stated by Col Scot.. but was allowed however to carry the ball & chain. He was proven guilty, by evidence and confession, of stealing honey and various other articles and placarded as thief through the streets."
"I have no knowledge of flour & honey being smeared on his face. The order for punishment ws given by Capt Elliott. the then Pro Marshal, but now under arrest and trial for various offences against Gov't. The second tying if was for a second offence. All evidence here shows the negro to have been a vagrant and thief."

Respectfully returned to Col. O. Brown asst Com'r From personal investigation the negro proves to have been a very bad character and deserving confinement as protection to society.
Capt Elliott who gave the orders for his corporeal punishment, will be dismissed the service for sundry violations of orders and law. In this court it will not I presume, be necessary to prefer any charges by the Bureau.  (Sgd) R.S. Lacy Capt & A.Q..M. &c

Respectfully returned to Col Max Woodhull A.A.G. in my view of the matter, the provisions of Circular no.7. requires the quarterly Estimates of subsistence stores drawn in bulk by commissioners of subsistence on duty with the asst commissioner. to be approved by the commissioner, these subsistence stores being for issue on Ration Returns in accordance with the requirements of Circular No.8.

Respectfully returned to Colonel O. Brown Asst Com'r &c. whose attention is invited to Par II of circular 8, C.S. from this Bureau which provides that "No subsistence stores will be turned over in bulk to any Asst Comr or Agent; whatever, to be by him issued". It is held that this section annuls so much of Cir.7.C.S. from this Bureau, as requires Estimates for the Amount of rations required for issue to Freedmen &c.
