States that his "Rothery Warehouse and Wharf" designated No.5. was taken by the Q.M. & partitioned. and rent paid him for the same up to Sept 30th last. States that he does not know how or when it was passed on to your Depart (Bureau of R.B. and A.L.). States that there is evidently some mistake about it. and respectfully asks that the property, if held by your Dept (B RF and AL) be restored to him. so that no hereafter trouble may arise in regard to it.
Encloses a letter from Mr Young Chief Clerk Q.M. Dept at Norfolk Va. stating that house No 5 Etheries Wharf is in possession of the Q.M. Dept. and has always paid Mr Bell rent for the same.

Respectfully forwarded. The Treasury agent through a mistake transferred to this Bureau a ware house owned by Mr Bell- This warehouse was taken by the Q.M. Dept. as a military necessity and they have regularly paid rent for the same as will be seen by reference to enclosed paper. Mr  Bell✓ has never been from Norfolk. and has ever been a loyal citizen. The Quartermaster Dept have been paying for it one thousand Dollars per year and it is now used by the Bureau as a storehouse. In view of the facts above stated I would submit that the property is on our books through a mistake. and that it should be removed therefrom.
