General:-
Pursuant to Cir. No 6. dated, Head Quarters Asst Comr State of Va. dated January 29th 1866, I have the honor to submit the following report in regard to the condition of affairs in this Sub-District during the month of October 1866. No material change has occured since last report.

"Freedmen Moving".
Many "Freedmen", I am happy to say, are following the advice, which has so frequently been given to them, and are removing to other places, where their labor is so much needed, and, where greater compensation will be given them. Too great a number still remain however, and declare they will not move from the houses which
