Reports in obedience to Cir No 6. Hd Quars Asst Comr Va. Jan 20th 1866, the feeling existing between whites and freedmen is not as friendly as it has been. the reason therefor being the difficulty in making a just decision of the crops, land owners being disposed to take every advantage of the negroes ignorance. Has advised them to apply to civil authorities for redress, but they refuse, alledging that they would not have justice done them.
