Sir,

I have the honor to report the good feeling heretofore existing between the Whites and Freedpeople has been, in several instances, interrupted during the current month.

The difficulties arose principally about the division of crops by the whites. The majority of the freedpeople entered into contracts to labor for a certain portion of the crop; the whites in many instances used the crop as it ripened and when the remainder was gathered did not make any allowance for the part so used; or made such an allowance as was unsatisfactory to the laborers.

When complaint was made to me I advised them to take no legal steps in the matter; for, they could not tell how much had been used, and their estimate of their loss was not enough to fee a counsel to conduct the case
