There is yet Sufficient Supply of labor for the hands and I dont think that there will be much Suffering amongst the Freedmen unless for clothing and Shoes for the old and for the young orphants. There are but five complaints made latly by the Freedmen, and they are generally to recover wages for the year 1865. A Lage number of the married men have agreed to work lands on Shares for the coming year. I have informed all in my Sub District of the Government offer to give all who wished to avail themselves of procuring homes in Florida Mississippi &c free transportation but none have Signified themselves ready to go. and embrace the offer. There Conduct here is remarkably good. and it is Seldom that they are arainged before the Courts, And in all cases the courts are disposed to show them justice.

Very Respectfully
Your Obedient Servant
John O. O'Neill
Capt V.R.C. & Asst Supt 8th Dist of Va.
