Sir,
I have the honor to submit the following report in regard to the general condition of Freedmen affairs in this Sub District. There is little of special interest to report. The prospects of the freedmen are not as cheerful as I would like to see them, especially
of those in and about this place.

There are so many of them here that the most of them lead a rather precarious life, earning a few shillings here and there, and spending it as soon as earned. There is great disinclination among many of them to engage in any honest and stable employment, and I have exerted myself particularly during the past month to urge upon them the
