In accordance with Cir No 6. Bureau R. F. & A. L. Head Qurs, Asst Comr. Va, Richmond, Va, January 29th 1866, I have the honor respectfully to submit the following Report.

The condition of Bureau affairs in this Sub Dist. during the month has continued favorable.  A friendly feeling exists between the white and freed people, and the demand for labor is such that all who are disposed and able to work can earn a comfortable livelihood.

I believe the action of the government in issuing rations to destitute freedmen is wise, and will prevent much suffering.  From letters received from different sections of the county, I believe there is a great scarcity of winter clothing among this class, and would earnestly recommend to the proper authority, the propriety of issuing, as soon as possible, a supply.  Blankets, undershirts, drawers, shoes and stockings will be especially needed.
