Reports in compliance with Cir No 6. Hd Qrs. Asst. Comr. State of Va dated January 29th 1866 that the state of feeling existing between whites and Freedmen is rather good.  A good deal of trouble is expected at division of crops and the law will have to be called on.  Suggests that the Legislature be called on to appoint some magistrate in conjunction with the Bureau Agents to settle those disputes in a more summary manner than a suit at law &c
