There have been no complaints made during the month of ill treatment or violation of Contracts.  The oyster trade on the Nansemond river affords employment for a large number of Freedmen.

The State of Feeling existing between the Whites and the Freedmen is good and seems to be improving, and where the Freedmen conduct themselves properly they are respected considerably by the Whites.

The Schools in this Sub District are well attended and the Children and Adults show a great desire to learn to read and write.  I find a disposition on the part of some parents to hire their children out, so as to obtain their wages, although able to support them, and thereby depriving them of the benefit of attending school.

The Censes of the Colored population of Nansemond County is completed. No Census has yet been taken of the County of Isle of Wight, I would suggest the propriety of having enlisted men to take the Census of Isle of Wight County, as it will be of less expense to the Government, and will be done in a much shorter time, than if one Civilian
