Reports the condition of affairs of the Freedmen in the Sub dist of the City of Richmond and the Counties of Henrico & Chesterfield for the month of November 1866.  States they are progressing favorably and conduct themselves as creditable citizens evincing a desire for educational and moral advancement. Suggests the issue of a small quantity of Fuel to Sick and destitute Freedmen

application for Rations are on the increase, but issues are only made to the truly worthy & mostly upon the Certificate of Bureau Surgeons.  The stopping of work at the Tobacco factories and other places produce this result and is of the opinion that were there an abundance of work the applications for Rations would be very few.
