Sir:

I have the honor to report in compliance with circular No. 6. from Hd. Qrs. Asst. Com. of Va. that the condition of Freedmen's affairs in the Sub-District of Prince Wm. County remains favorable.  As the close of the year approaches complaints of non-payment of wages increase somewhat, but I have managed to obtain payment in all but two or three cases which are now on hand.

It is probable that suits will have to be brought in a few cases but judging from the course of the Justices heretofore I think Justice will be done the freedmen.  There is one contingency however in which it may not be.  Freedmen are not allowed to testify except according to the laws of Va. in cases where they are interested.

The Civil Rights Bill is disregarded by the Co. Court of Prince Wm.  Thus far its disregard has not resulted in the injury of any freedmen.  Whenever it does I shall inform you promptly.  Its disregard arises I think from a spirit of rebellion against the law more than from a disposition to injure the freedmen.  There has been very little sickness among the freedmen during
