the past month.  I anticipate the necessity of supplying a few who are old, and a few who have more children than they can provide for, during the coming winter; as the County Authorities have not made adequate provision for them, and do not seem disposed to do it.

The reason generally given is that the Co. is too poor, and no adequate provision is made for poor whites for the same alleged reason.
