General:

In accordance with instructions contained in Circular No 6, C.S. I have the honor to submit the following report. The crop of tobacco is secure, and that of corn mostly housed.  Both turn out much better than was anticipated, some months since. Most of the colored people have been working on shares. Thus far there have been but few settlements between the whites & Freedmen & where settlements have been made, the latter seem satisfied.  This I attribute to the fact, that those who intend to do right, divide the crop as fast as gathered - to the man who will try to escape a fair division, only is delay advantageous. Contracts generally mature about Christmas, & it is difficult to judge of the cropping system till the closing up of the year, though I am disposed to think in the main, it is not going to prove favorable to the Freedmen.
