It has been found necessary to maintain these to prevent the spread of the disease, the Authorities neglecting or feeling unable to make the necessary provision - In Portsmouth the Bureau co-operates with the City Authorities, the city providing the buildings and the Bureau the Medicine and other supplies. The whole number assisted in these Hospitals during the month have been 53-.

Rations outside the Hospitals have been issued to 4 children whose parents were unable to support them. Whole number of rations issued during the month to Hospitals, Employees, &c, 1751, valued at $336 70/100. The Hospital and destitute rations are insufficient for those who are entirely dependent. 

Census - The work is progressing as fast as the authorized assistance can do it. The city of Norfolk and the Counties of Princess Anne and Nansemond are nearly completed. The county of Norfolk is about 2/3 done - The county of Southampton about half completed - The county of Isle of Wight just commencing. Owing to the extent of the territory and the difficulties of procuring competent assistants who are acquainted in the localities the work progresses slowly. 

Schools - There are located within the District 18 schools taught by 24 teachers 19 of whom are white and 6 colored. Four of
